One of the most charming parts of the Quad Cities is the Village of East Davenport. Despite pretty much burning to the ground a century ago, the Village's well preserved historic buildings evoke a time gone by, and a small town feel in the middle of the city.

A strict building code for both renovations and new construction has helped the Village maintain its look and feel for decades.

According to the Quad City Times, a developer is looking to the Davenport Design Review Board for an exemption to allow him to build a 5-story building at the corner of River Drive and Mound Street. The building would include market rate apartments, with retail on the ground floor.

The developer says he needs 5-stories to recoup costs. Many on the Design Review Board are hesitant to waive zoning restrictions that keep the unique look and feel of the Village.

The frustrated developer accused the board of behaving as if they live in 'Hooterville,' a derogatory of a small-town from a 1960's sitcom.
