Not The Neighbor Anyone Wants

We've all had creepy neighbors but a Minneapolis woman may be the creepiest I've heard of. Carrie Pernula went to quite the extreme to get back at her neighbor's noisy children. Sending a letter with saying she thought the children were tasty looking. And she send magazine subscriptions to the family with creepy messages. Police are involved and currently no charges have been filed.
