A $1 million warrant has been issued for a 21-year-old woman wanted in connection to a fatal Rock Island shooting that killed 15-year-old Jescie J. Armstrong.

Chelsea Michelle Raker is wanted on two counts of first-degree murder, one which alleges that Raker acted with another, 17 year-old Kire G. Carr.

Raker is also facing a charge of aiding a fugitive to flee after driving Carr, who is believed to have pulled the trigger, away from the scene of the shooting and then out of Rock Island County.

Police have not yet taken Raker into custody but is believed to be in the Quad City Area. Officials say she is 5 foot-6 inches, is 119 pounds, and has brown hair.

On April 27, police were dispatched just before 2 p.m. with reports of a shots fired incident inside a home.

Police found Armstrong shot in the head, dead inside of the home. He was transported to Trinity Rock Island by ambulance, where he later died.

Carr was arrested on the next night, April 28, by U.S. Marshals at a Columbus, Ohio apartment.

Carr is charged with four counts of murder in the first degree. He is currently at the Mary David Detention Home in Galesburg, Illinois, on a $1 million cash bond.
