The sales tax holiday begins at 12:01 on Friday August 7th and ends at midnight on Saturday, August 8th.  All open businesses are required to participate and cannot "pay" the tax for you.

So what does clothing exactly mean.  According the states website:

any article of wearing apparel and typical footwear intended to be worn on or about the human body.  "Clothing" does not include...watches, watchbands, jewelry, umbrellas, handkerchiefs, sporting equipment, skis, swim fins, roller blades, skates, and any special clothing or footwear designed primarily for athletic activity or protective use and not usually considered appropriate for everyday wear.

If you don't want to head to the stores due to COVID-19 or just want to avoid the lines, you can still take advantage of the deals online.  According to offers.com you can avoid taxes on items you order online as long as you place your order during the tax-free holiday.
