Rock Island Police Chief Jeffrey VenHuizen has confirmed that a second arrest has been made in the shooting death of 15-year-old Jescie Armstrong.

On Saturday, May 28 U.S. Marshals arrested 21-year-old Chelsea Michelle Raker, around 3:50 p.m. in Chatham County, Georgia. She is currently being held at Chatham County Detention Center pending an extradition hearing set for Thursday, June 2, 2016.

Raker was arrested on two counts of first-degree murder and aiding a fugitive to flee, with bond set at $1,000,000

On April 27, police were dispatched just before 2 p.m. with reports of a shots fired incident inside a home, located at 558 20th Ave., Rock Island. 

Police found Armstrong shot in the head, dead inside of the home. He was transported to Trinity Rock Island by ambulance, where he later died.

Kire G. Carr, 17, was arrested on the next night, April 28, by U.S. Marshals at a Columbus, Ohio apartment, on a count of first degree murder.
