
Snow Emergencies Declared In Cities Across Iowa And Illinois
The first major snowstorm of the season is officially on the way. Several inches of snow will blanket Iowa and Illinois and cities are preparing. A Winter Storm Warning has been issued ahead of tomorrow's storm.
Some cities could see snowfall totals over 8 inches. The range of snowfall totals in the Quad Cities area is 3-7 inches.
We expect more Snow Emergencies to be declared as Tuesday wraps up or even as the snow begins to fall early Wednesday morning. Don't be surprised if your kid will be at home Wednesday or Thursday because of early dismissals or school closures.
These are the cities and towns that have declared a snow emergency so far:

Iowa
- A Winter Weather Emergency has been declared beginning at 10:00 A.M. Wednesday, February 12, 2025, until 12:00 p.m. (noon) Thursday, February 13, 2025.
- Due to a possible second wave of this snowstorm continuing into the weekend, this weather emergency may be extended, so please watch for updates.
- Due to the winter weather conditions forecasted beginning Wednesday, February 12, 2025, the City of Blue Grass is being proactive and providing advanced notice that a Snow Emergency has been declared beginning Wednesday, February 12, 2025, beginning at 10:00 a.m.
- Vehicles must remain off the streets once the snow emergency goes into effect and remain off the streets until the snow emergency is terminated.
- Vehicles may be ticketed. Vehicles are not allowed to park on the street during the emergency declaration. In addition to a parking citation, vehicles parked on the street during a declared emergency are subject to tow if they pose a hazard to maintenance crews and/or the public. All costs will be at the owner's expense.
- The City of Clinton has declared a Snow Emergency to be in effect from: 6:00 A.M. Wednesday, February 12, 2025 until 7:00 P.M. Friday, February 14, 2025.
- If vehicles have not been removed from snow emergency routes by 6:00 A.M. Wednesday, February 12, 2025, the Clinton Police Department will enforce the ticket and/or towing process.
- PLEASE remove all vehicles from the streets, if possible – crews may only be able to clear one path if vehicles have not been removed and with the amount of snow and ice anticipated, the crew may not be able to go back again later.
- Calendar Parking is NOW in effect. Whenever there is a Snow Emergency, Calendar Parking automatically goes into effect until 72 hours after the snow has stopped.
- Please be aware that all snow routes will be cleared first before crews begin to clear residential areas.
- Based on the National Weather Service Forecast forecast for 5 to 7” of snow, a Snow Emergency is declared effective 7 a.m., Wednesday, February 12, through Noon, Thursday, February 13.
- Parking is prohibited on Posted Snow Routes when a Snow Emergency is in effect. Vehicles parked on Posted Snow Routes during snow emergencies are subject to ticket and tow.
- As an alternative to on-street parking in the Downtown, residents and visitors may park for free in any of the City’s parking ramps from 7 a.m., Wednesday, February 12, through 5 p.m., Thursday, February 13.

- Wednesday, 2/12 starting at noon through Thursday, 2/13 ending at noon.
- The City of Eldridge has declared a snow emergency from 10 a.m. on Wednesday, Feb. 12th through noon on Thursday Feb. 13th. No vehicles are allowed to park on the street during this time.
- The City of Muscatine Department of Public Works has declared a Snow Emergency starting at 7 a.m. Wednesday (Feb. 12) through 7 a.m. Friday (Feb. 14). The declaration is in effect for 48 hours unless canceled sooner.
- City Code 7-10-7 states that while a snow emergency is in effect, in the interest of the safety of the community, no person shall park, or be allowed to remain parked, any vehicle on any portion of a snow emergency route that the snow emergency applies.
- Muscatine’s Snow Emergency Ordinance states that on-street parking is prohibited or limited on city streets during a declared Snow Emergency. City Code states that during a declared snow emergency, no person shall park, or allow to remain parked, any vehicle on any portion of a Snow Emergency route.

- City of Preston is under a Snow Emergency. The Snow Emergency will be in effect from 6:00 AM Wednesday, February 12, 2025, through 10 PM Thursday, February 13, 2025.
- No person shall park, abandon, or leave unattended vehicles on any public street, alley or City-owned off-street parking area during any snow emergency, unless the snow has been removed or plowed from said street, alley, or parking area and the snow has ceased to fall.
- Please help our city maintenance employees keep the roadways open.
- A snow emergency has been declared for the City of Sabula. The snow emergency will be start on Wednesday, February 12, 2025 at 6:00 A.M. through Thursday, February 13, 2025 at 6 P.M.
- The City will start with the East-West streets and finish with the North-South streets. Please move your vehicles accordingly.
- A Snow Emergency for the City of West Burlington has been issued, starting at 7 am, Wed., Feb. 12, 2025. On-street parking is prohibited; vehicles may be ticketed & towed. The parking ban will remain until the city cancels the Snow Emergency.
- The City of Wilton is declaring a snow emergency from 7:00 AM Wednesday February 12th to 7:00 PM Thursday February 13th. Please move cars off the street so we can remove snow as efficiently as possible. Thank you.
Illinois
- Mayor Rayapati has declared a Snow Emergency from 8am Wednesday to 6pm Thursday. This means it's essential to move parked vehicles off designated snow routes to help with snow removal.
- The City of Rock Falls has declared a Snow Emergency beginning at 10:00 PM on Tuesday, February 11th until 8:00 PM on Thursday, February 13th.
- Pursuant to Rock Falls City Code, Section 18-158, no parking is permitted on any designated Snow Route within the city limits during the declared snow emergency period or until the snow has been completely cleared from the street. Odd/even parking restrictions apply on all other streets that are not a designated Snow Route.
- Odd/even parking restrictions end, block-by-block once the snow has been removed from the entire width of the street
- Any vehicle parked in violation of Rock Falls City Code, Section 18-158 is subject to fines as prescribed in Section 1-4(e)(1) of the Rock Falls City Code.
- The City of Rock Island has declared a snow emergency. Once snowfall reaches a depth of 2 inches, parking is not allowed on all marked snow routes until the snow has stopped and the streets have been cleared.
- Vehicles parked on marked snow routes can receive a $35 parking ticket and may be towed simultaneously.
- To assist with efficient snow removal, residents are strongly encouraged to avoid parking on residential streets until the snow removal process is complete.
- The City of Sterling has declared that a Snow Emergency will be in effect commencing Wednesday February 12th, 2025 at 6:00 AM. After that time, all vehicles must be parked in accordance with the City of Sterling’s Snow Emergency Parking Regulations.
- No parking on Snow Routes until all snow has been removed from the full width of the street.
- No parking in the Central Business District from 1:30 A.M. to 5:30 A.M.
- Odd and even parking restrictions will be in effect on all other City Streets. On the odd days of the month, you park on the odd-numbered side of the street; and on even days of the month, you park on the even-numbered side of the street. Odd and even days will be considered as beginning between 6:00 A.M. and 8:00 A.M. You will not be ticketed between 6:00 A.M. and 8:00 A.M. Odd and even-numbered sides of the street refer to the usual residence and building address numbers.
- These parking restrictions will terminate block by block after the snowfall stops and when all accumulated snow has been removed from the full width of the street or when the snow emergency is canceled by the City.
- All other parking restrictions remain in effect. No parking will be permitted on streets where parking is restricted or prohibited. Cars parked in violation of the above restrictions will be ticketed and may be towed, at the owner’s expense.

- Please be a good neighbor and shovel your sidewalk after the plows have completed clearing the streets. It helps your neighbors, your postal carrier, and the children who walk to school and it shows that you care about your community.
- If this release is received prior to a snow event it has been issued in anticipation of forecasted weather.
Essential Winter Emergency Kit Items
Winter season in the Quad Cities means cold temperatures, heavy snow, and slick roads. Hopefully, you won't ever need to tap into your winter emergency kit, but it's better to have one in your car than to be unprepared. Make sure you have these essential items in your car before winter arrives in the Quad Cities.
