Davenport has many rules about recreational fires but they define a recreational fireas the burning of wood for pleasure or cooking, either contained or uncontained, as long as the total fire area is less than 8 feet in diameter and 4 feet in height, and at least 25 feet from the nearest structure or combustible material.

Bettendorf says that open fires for cooking, heating, recreation, and ceremonies shall be allowed when such fire is not composed in whole or substantial part of leaves and the location of such fire, and the items necessary for its containment, comply with the provisions of the fire code. However, all such fires have other limits like no fire shall continue beyond 10:00 p.m. The other rules can be found here.
