3 of the Quad Cities’ Dumbest Laws

Poor Rock Island. They may have the silliest law I've ever heard of.

According to Dumb Laws, Rock Island residents are "taxed because it rains on their property." Um, what?

I had to get more info on that one. Here's the full description of the law:

"All developed properties in Rock Island pay a Stormwater Utility charge based upon an estimate of the property's impervious area. Impervious areas are hard surfaced features such as rooftops, driveways, sidewalks, patios, parking lots, and awnings. Stormwater Utility rates are included in the monthly or quarterly City utility bills whenever possible."

Yep, still confused. Here is more info if you're interested though.

Moline also gets the short end of the stick when it comes to laws. Here are two crazy ones they have to contend with:

"Ice skating at the Riverside pond during the months of June and August is prohibited."

Well gee, I would assume so. But skating is perfectly acceptable during the other warm months of the year?! Has there been a random freeze during the middle of July that I was unaware of? At least that one isn't costing you money.

And I have A LOT of questions about this law:

"There is a ban on unnecessary repetitive driving on 23rd Avenue."

23rd Ave is now Avenue of the Cities, but this law is still in place for some odd reason.

"The repetitive driving law was enacted to stop kids from "cruising the Avenue." The kids stopped cruising and now sit in parking lots. This is an old law. Gas prices have taken care of the issue. And 23rd Avenue has been renamed "The Avenue of the Cities" to unite the Moline and East Moline business corridor."

Now that one's just funny. I better not catch you cruising the Avenue or you will be reported to the authorities.
