Next time the snow falls in the QC you may want to scrape off as much as you can if you get the chance. In both Iowa and Illinois there are fines for not clearing snow and ice off your car. While it depends on the officer or how hard these laws are enforced, for your safety and for others it's a good idea to keep your car clear.

Out of these two states, Iowa's fines are slightly more expensive. According to We are Iowa

“A person shall not drive a motor vehicle equipped with a windshield, sidewings, or side or rear windows which do not permit clear vision.”

Failure to do so can result in a fine up to as much as $127.50. The main concern is an obstructed view which makes sense, not being able to see while you're operating a heavy piece of machinery might not be the best idea.

For Illinois, according to Fox Illinois 

"Every person that operates a motor vehicle shall remove snow, ice and other material from their windshields so they have a clear view of the highway."

If you don't follow the rules you could see a $125 fine. and even worse, you also risk thousands of dollars if the snow comes unhinged, and hits another driver.  It might not seem dangerous, but when that ice goes flying it can end up doing quite a bit of damage.

Overall, while it may be a cold inconvenience chore, taking the extra time to thoroughly  clear off your car is worth it and can save you some serious cash when it comes to legal fees and fines.
